This proposed re-zoning conflicts sharply with the rural character of the surroundings and is inconsistent with orderly and proper planning.
The density being discussed of circa R25 is at odds with the 1 property per hectare zoning all around it and the reality of approximately 1 property for every 3 hectares currently in the area
The proposal intends to fit an equivalent number of properties into about 10 hectares as currently exist in the surrounding 700 hectares an increase in density of 6500%!
It makes a mockery of the shires efforts and expenditure in producing their new Town Planning Scheme 3; gazetted only in 2007 and designed to last 10 years or more; which explicitly prohibits development of this nature in the area.
It completely ignores the Western Australian Planning Commissions current Metropolitan Region Scheme as well as their recently tabled planning framework document for the future through to 2031 and directly contradicts the WAPC advice to the shire, which was NOT to pursue this proposal and furthermore ignores their advice to the minister that this proposal DOESN’T have planning merit.
The Planning document “Network City” recommends increasing density of already urban areas to address burgeoning populations into the future but MAINTAINING the rural buffer zones such as the Wattle Grove Foothills.
The proposed location for a lifestyle village is completely inappropriate and would isolate the elderly in a field in a rural area hemmed in by fast moving traffic with NO access to support services or their community.
The documents provided by the Shire of Kalamunda are contradictory and misleading, inferring as it does that the development may include a nursing facility. It is not made clear that the proposal is a re-zoning only and that as a result of this re-zoning a nursing facility is not even likely, let alone guaranteed
Contrary to the Shires re-zoning document (and probably their brief to the Environmental Protection Authority) the site will NOT enjoy access to reticulated sewage in the foreseeable future and so an “on site sewage treatment” works is the only alternative, this will limit the number of units and certainly restrict the possibility of a nursing facility due to the chemicals employed in maintaining such a facility which kill the microbes necessary for successful onsite sewage treatment.
The shire has ignored the many superior alternatives sites available for the provision of aged care; sites that HAVE access to vital support services, sites that HAVE access to retail services, Sites that HAVE convenient and safe access to public transport, sites that HAVE access to reticulated sewage and sites that ARE ALREADY surrounded by urban density type properties: none of which can be said of the proposal in question here.
This is the thin edge of the wedge; another large landowner in Wattle Grove has clearly stated he will do the same thing once the precedent is set.
The advertising document clearly state that the land is accessed from Welshpool road East. This is completely false.
It goes against the express and explicit wishes of the community as evidenced by the shires own Land Vision Workshops.
The shires own Aged Accommodation Strategy has 22 Actions and 4 Recommendations to be undertaken by the shire many in collaboration and consultation with the immediate community and the larger community. NONE of which has happened!
By leasing Shire or Crown land to a developer a significantly smaller site becomes financially attractive and faster to complete, moreover as the terms of tender (controlled by the shire) can guarantee nursing facilities and the whole development will earn them an ongoing income for the shire to make up for the 1.1million of our money they've lost playing the Collateralized Debt Obligations market. This offers a win-win option the shire instead, in their wisdom, prefer to embrace Ross Leighton and his lose-lose proposal for the shire’s elderly, with a site offering no nursing facilities guarantee and no reticulated sewerage and only guaranteeing a ruined rural gateway instead.
The Shire repeatedly parrot the proponents mantra that a large site is imperative for an aged care facility, yet the Shire of Swan are in the process of purchasing 2.77 hectares for an aged care facility! Have the Shire of Swan got smaller people compared to Kalamunda so that they can make this work or do they know something the burghers at the Shire of Kalamunda don’t.
The area is home to White and Red Tailed, Black Cockatoos and a wide variety of native Flora and Fauna, all of which are certain to suffer with the increasing urbanisation of the area. We are the breath of fresh air for the city.
All of the compelling arguments for addressing aged care in the Shire of Kalamunda now belong to the alternative sites, there is no valid case left for the Leighton, Gavour Road scheme other than the mis-placed love of Shire President Donald McKechnie, Shire CEO James Trail, Head of Planning Rory O’Brien and lobbyists Brian Burke and Julian Grill.
I value the remnant native vegetation as habitat for endangered and other species such as the southern brown bandicoot, the white tailed and red tailed black cockatoo and others.
This area is a fire risk area where the fire danger is extreme in summer and it would be difficult to evacuate a dense urban facility quickly.
There would be increased traffic and loss of rural lifestyle values.
